WORKING
Here are the steps I followed (Win7 64)
Ran setup in default folder (as admin, not sure if that is needed or not), went to settings and selected C: as install destination, then installed per usual.
Once finished installing, went to /Crack/ALI231 and opened ALI213.ini by right-clicking and choosing “Edit with Notepad+ +”. On line 15, changed ‘russian’ to ‘english’ (no spaces) so that it looks like this:
Language=english
then saved file. I didn’t get any read-only error, it saved fine. If you get the error, create a new .ini file named ALI213 as someone else suggested and copy/paste all contents from original .ini with the language modification you made.
Selected all contents inside ALI231 folder and hit copy.
Opened up C:/Sid Meier’s Civilzation V folder and pasted all, choosing to copy and replace for all conflicts. *If you had to make a new ALI213.ini file to save your language modification, make sure you don’t forget to copy that into this directory as well, (choosing the copy/replace option when prompted).
Using the default-named Civilization V executable that I copied over to launch the game caused it to crash after intro video. Using CivilizationV_DX11.exe works like a charm so far. Created shortcut on my desktop from that file and no issues. I’m playing the game in English and all seems stable at this point.
