Here’s the installation guide from the uploader:
⇛ install, run Setup.exe
⇛ Copy the contents of the folder in the Steam folder with your client
⇛ Play
Change language (language):
⇛ The default Russian language to change the language to open the file SmartSteamEmu.ini, on line Language = russian change it to any other supported language.

You can do that by going to the installation dir then find the file SmartSteamEmu.ini then right click and open with notepad then find the line Language = russian then change russian to supported language ex. english….
